The primary purpose of this position, ATTORNEY-ADVISOR (CONTRACT) NH-0905-04, is to provide senior attorney support as Program Counsel for designated acquisition programs

Duties

Legal counsel for designated acquisition programs. Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy. As a senior attorney, provides expert legal advice, opinions and counsel concerning matters of administrative law, ethics, standards of conduct, commercial law, intellectual property law, and public-private partnerships. Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues. Maintain current knowledge of changing statutory and regulatory guidance pertaining to designated acquisition systems, weapons system development, acquisition, and sustainment, as well as general developments in technology that may improve the effective delivery of legal services.

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
  • Disclosure Political Appointments
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This is a Centrally Managed position under the Legal Career Field.
  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • Employee must adhere to the Air Force Rules of Professional Conduct.
  • Employee must sign a mobility agreement.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. A copy of the Bar card is not acceptable proof. QUALIFICATION REQUIRED AT NH-04 (GS-14-15) LEVEL: In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Attorneys performing duties in GS-15 equivalent positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, regulations, precedents and procedures related to federal Government contract law. 2. Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations. 3. Ability to communicate, both orally, and in writing. 4. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields. 5. Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
