The primary purpose of this position, SUPERVISORY ATTORNEY, ACQUISITIONS & FISCAL LAW DIVISION NH-0905-04, is to provide senior attorney support to the 75 ABW Staff Judge Advocate (SJA) in the most complex, often presidential matters of acquisition law, fiscal law, business operations, and acquisition counsel-type administrative law matters.

Duties

Senior attorney and subject matter expert in Government contract matters. Possesses subject matter expertise in Federal contract statutes, the Federal Acquisition Regulation (FAR), and decisional law from the Comptroller General, the Armed Services Board of Contract Appeals, and the U.S. Court of Federal Claims. Prepares legal documents, advisory opinions, and recommendations to successfully resolve all legal issues such as schedule delays, impossibility of performance, requests for equitable adjustment, claims, product substitution, interpretation of contract clauses, novation, terminations for convenience and default, and other issues. Exercises first level supervisory and personnel management responsibilities for the Acquisition and Fiscal Law Division. Oversees and provides senior level advice on acquisition ethics.

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • Employee must adhere to the Air Force Rules of Professional Conduct.
  • Employee is required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
  • This position may require travel.
  • Relocation costs or other incentives may be available and considered by the organization.
  • This is a Centrally Managed position under the Legal Career Field. PCS expenses, if authorized, will be paid IAW JTR and Air Force Regulations.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. A picture of the Bar card is not acceptable proof. QUALIFICATIONS REQUIRED AT THE NH-04 (GS-14 or GS-15) LEVEL: The attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. Level of Supervision. Attorneys performing duties in GS-15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, and direct the functions and mentor, motivate and appraise the employees of a organization. 2. Ability to implement top down direction for maximum legal effectiveness. 3. Knowledge of laws, regulations, precedents, and procedures related to Federal Government contract law, fiscal law, acquisition ethics, and partnering. 4. Skill in presentation of and in opposition to evidence and arguments made in third party proceedings. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
