The incumbent serves as a Supervisory Program Application Specialist (PAS) within the Health Administration Service (HAS), providing direct leadership in the HAS to include Business Office functions (Eligibility, Enrollment, Patient Travel, Emergency Room administration, Medicine, Surgery, and Dermatology scheduling; Primary Care and Optometry; Rehab scheduling; Mental Health Clinic support to include various VA Clinics.

Duties

Duties include but not limited to: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Responsible for determining the physical and data security needs for the service areas and implements necessary improvements. Analyzes utilization trend data on a monthly/quarterly basis to verify the accuracy of the data, identify problem areas, provide objectives assessments, prioritize identified problems, analyze variances and recommend appropriate actions and/or alternatives. Designs and develops dissemination and training materials, local standard operation procedures (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Business Office programs through on-site education and training. Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. Coordinates with other staff to identify information needs and develops data collection methods and report formats to meet those needs. Provides training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, give advice, counsel, or instruction to employees on both work and administrative matters, continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level, training of systems and software, coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization performance, conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes, streamlining, etc. You will be rated on the following Competencies for this position: Analysis and Problem SolvingEducation and TrainingManages Human ResourcesTechnical CompetenceTechnology ApplicationTechnology Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
