This position is located in Field Operations Directorate, Office of Field Operations, District 13, Brooklyn Field Office. As an Immigration Services Analyst, you will provide support to both the operational and administrative functions of USCIS operations and research and conduct studies.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Performs and/or supports Contracting Officer’s Representative (COR) functions to ensure compliance with contract and the Statement of Work (SOW) / Performance Work Statement (PWS). Serves as the local level technical point of contact (TPOC). Conducts studies involving the search and examination of records and databases to obtain pertinent information on cases, policies, procedures, trends, evaluations, and other similar matters to make case specific determinations. Coordinates and implements management information systems focusing on long and short-range guidance related to the mission of the Investor Program Office (IPO), established by executive orders, the agency, or leadership. Researches, prepares, and provides verbal or written technical guidance, information, analytical reports and general support to various USCIS office management staff in the application of management systems and/or programs.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/30/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/30/2024. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Analyzing, compiling, and charting statistical data for incorporation into final reports, used to evaluate program effectiveness; Identifying and recommending solutions to problems relating to office operations; Providing assistance to higher graded analysts by developing background information for studies. OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing background information for studies. Reviewing and consolidating statistical data for final reports; Conducting studies to identify, analyze, and recommend solutions to problems in organizational structure, administrative procedures, work processes, or workload distribution; Providing recommendations to various management levels through out an organization. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Conducting detailed analyses of complex functions and work processes such as production standards, workloads, and appropriate staffing levels; Developing guidance on management evaluation techniques; Developing manuals and directives covering the administrative and logistical aspects of office operations and procedures. THE OCCUPANCY DATE OF THE NEW OFFICE IS CURRENTLY PROJECTED TO OCCUR DURING THE 2025 CALENDAR YEAR.
