The Veterans Health Administration (VHA) has adopted the Center for Development and Civic Engagement/Voluntary Service Modernization Initiative which is a new model of organizing and consolidating essential voluntary functions and services to the Medical Center. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.
Duties
**RECRUITMENT INCENTIVE AVAILABLE**
The Voluntary Services Officer is responsible for planning and leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes.
Collaborates with Department-level organizations, to include but not limited to the Secretary's Veterans Experience Office, the Center for Strategic Partnerships, and the VHA Office of Community Engagement to support national initiatives that involve community partnerships designed for execution at local facilities or in support of largescale national programs, providing evaluation and recommendations to further program impact and long-term success.
The Voluntary Services Officer conducts and analyzes comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals.
Provides oversight of all of the organization's funds and in-kind development activities, conducts and analyzes routine needs assessments, manages the day-to-day operations of the philanthropic development activities, and monitors all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts.
Responsible for the full scope of fiscal management and accountability for the office, including the preparation of an annual operating budget.
Prepares business case justification for anticipated expenses, including alignment with VA and VHA goals and priorities, strategy identification, benchmarking and evaluation in support of proposed budget.
The Voluntary Services Officer is free from technical supervision subject to only administrative direction from executive leadership team or designee.
Develops short and long-term strategic and operational planning, positioning the Center to successfully support the established values, mission, and general objectives of the organization.
Serves as a strategic advisor to executive leadership for the utilization of community resources in support of operational goals, assesses risks, anticipates outcomes, and alternative strategies.
Conducts thorough and exhaustive research on potential community partners to determine suitability for development of non-monetary partnership agreements.
Directs the strategic communications planning for the department, ensuring consistent and positive public perception, developing campaigns and other brand-management activities to highlight the community's active involvement and advocacy for Veterans, families, caregivers and the mission of VA.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Designing a voluntary service program that meets the needs of an organization to include developing program goals and objectives. Responsibility for the operation, evaluation, coordination of an organization's volunteer program; Directing Voluntary Service operations through support personnel; Managing numerous financial accounts; Serving as a full advisor to executive level management, managers, and employees for a program; Applying sound management practices to ensure the accomplishment of objectives; Maintaining an up to date and accurate data and records in tracking systems, which provides reports related to demographics, hours accrued, monetary and material contributions, and other key program metrics.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair
amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs.
