The primary purpose of this position: To manage the Freedom of Information Act (FOIA), Records Management and Privacy Act (PA) program for Joint Base Langley-Eustis (JBLE), 633 ABW, and 633 CS. The incumbent is responsible for implementing policy, providing guidance, program management of FOIA, PA, Records Management, Publications and Forms.

Duties

Responsible for installation FOIA programs/initiatives and provides the FOIA source of knowledge for a host Air Base Wing and tenant units. Provides managerial responsibility of FOIA requests for Air Force (AF) records. Evaluates FOIA requests in terms of cited legislation (5USC552) and content and ensures they are properly assigned or transferred to appropriate agency. Interprets applicable DoD/AF directives and refers to significant court decisions when responding to information requests. Serves as the installation representative for the PA program. Conduct thorough review of AF and MAJCOM policy and guidance to determine if supplemental guidance is required for installation implementation to protect access to information which falls under the PA during transmission via the Internet or on publicly accessible websites. Provides guidance and assistance to the unit RMs, Functional Area Records Managers (FARMs), and Records Custodians (RCs). Establishes local policy and procedures to protect access to installation records that are being stored electronically by all personnel. Provides program oversight and guidance on publication management work now, processes and procedures. Provides technical guidance to staff and field offices regarding management, development, coordination and approval of publications and forms products.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes a working knowledge of legislation, DoD regulations, and policies governing the Freedom of Information Act (FOIA), and Privacy Act (PA) to include skill in administering the Base Records Management (RM) and Publications Program and producing official reports and briefings for publication management. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations. Ability to develop and deliver training in installation standard operating procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
