The primary purpose of this position is to manage the activities of the Freedom of Information Act (FOIA) and Privacy Act (PA) program for the Installation.
Duties
Plans organizes, and directs the activities of the joint base command ensuring the Records Management and Freedom of Information Act functional areas comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and 633 CS objectives.
Provides guidance to staff and management for Freedom of Information and Privacy Act matters for activities associated with JBLE. Maintains coordination with higher headquarters on actions involving Freedom of Information and Privacy Act.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Serves as lead for all phases of Records Management. Administers the JBLE records management program providing assistance and training and managing staging areas.
Represents 633d Communications Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 633d Air Base Wing officials, meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the understanding of the federal/public laws, DoD regulations and policies governing the Freedom of Information Act (FOIA), Privacy Act (PA), and Records Management (RM). Practical knowledge in establishing local processes and procedures to ensure the stakeholders understand how information is disseminated based upon decisions for release or denial of public requests. Developing reports and briefings to adequately explain program objectives, exemptions, and restrictions as required.
OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of Air Force policy and DoD regulatory guidance as it pertains to records management and the Freedom of Information Act.
2. Knowledge and understanding of quality assurance evaluation duties as defined by contracting unit responsible for contracts.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
