The Supervisory Project Manager (Activations) position is organizationally aligned under the Engineering Section of the Facility Management Service at the Jesse Brown VA Medical Center, Chicago, IL. This position oversees the Activations team with all phases of construction at the Jesse Brown VA Hospital campus and its Community Based Outpatient Clinics.

Duties

Major Duties: Develops systems and procedures that will assist in the coordination of services associated with all phases of (construction) projects to include planning, designing, ongoing construction, and post construction activation actions. Manages activation actions for all sites of care including the main medical center, all Community Based Outpatient Clinics (CBOCs), Leased space, DoD installations, and any other site under JBVAMC purview. Develops procedures, oversees, helps coordinate all phases of projects involving construction including pre-planning and submission of any application matter including mitigation requirements. Possess the ability to work in close coordination and interaction with all sections of Engineering Service, IT, Facility Planner, and Senior Management Staff. Works closely with contractors, lessors, vendors, stakeholders, general public, and government and non-government workers and officials. Conducts interviews with supervisors and employees to obtain information about organization and service level missions, functions, and work procedures. Develops policies and procedures to help oversee and coordinate the space management program at all facilities associated with the VA Medical Center. Uses qualitative and quantitative analytical techniques on the evaluation of program effectiveness and evaluation criteria. Research and/or analyze space needs, issues, problems, and program requirements with respect to project activation actions. Identifies and determines training priorities, conducts and administers training programs, and develops and improves training guidance in regard to project activation activities. Research and/or analyzes problems, issues, or program requirements regarding project activation and space management, to include both clinical and administrative issues with respect to project activation and space allocation. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: At least one (1) year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the Supervisory Project Manager (Activations) position and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Experience in positions that required knowledge of the theory and principles of management and organization including administrative practices and procedures common to complex healthcare organizations; (2) Knowledge and skill in information gathering techniques, program analysis strategies, applying analytical and evaluative techniques relevant to the identification, consideration and resolution of issues or problems of a procedural or factual nature. Knowledge of using both qualitative and quantitative analytical techniques, identify barriers that could negatively impact productivity and make recommendations for improvement. Knowledge of pertinent laws, guidelines, resources, work processes, administrative operations regulation, policies, and precedents which affect the use of programs in the areas of construction, projection activation and special projects within the engineering program to determine short- and long-term needs and capacity of meeting federal law requirements and accreditation requirements. Knowledge and skill of conducting interviews with supervisors and employees to obtain information about functions and work procedures/processes. You will be rated on the following Competencies for this position: Administration and ManagementLeadershipPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work performed is in an office setting/project setting. Work performed is sedentary. Typical work involves sitting, walking, standing, bending, carrying of light items such as papers, books, office supplies and may require driving a government vehicle.
