The incumbent servs as the first-line supervisor to the ESO Program Analyst for the Health Eligibility Center's Enrollment Standardization Office. The incumbent reports to the ESO Associate Director. The VA Health Eligibility Center is VHA's authoritative source for enrollment and eligibility activities that support the delivery of VA health care benefits and is responsible for ensuring the integrity of VA's enrollment system.
Duties
Acts on behalf of business line leadership including participating in many VA national committees and representing program office nationwide at meetings, conferences, and VA sponsored conventions.
Overseeing the conducting of analytical quality reviews and evaluative work related to program operations, management systems and organizational efficiency.
Developing and recommending policies and procedures relating to business line programs, activities, or functions for which the business line has responsibility. Ensures communication to field staff on all aspects of VA benefit eligibility processes and procedures.
Overseeing subordinate staff in identifying training needs for network and VA facility personnel and in coordinating training on a national level, which is tailored to the needs of the VA facility staff
Recommending available manpower resources to meet changing workload and operational requirements.
Recommending and drafting directives and/or operating guidelines to accomplish changes in existing business line program or to recommend new programs that have an impact on business line operations.
Analyzes workloads and develops meaningful workload figures and projections for business line leadership which serve as the primary basis for budgetary and manpower allocations for the operation of the business line.
Work Schedule: 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serves as an authoritative source and subject matter expert (SME) on VA benefits program.
Planning and assigning work, setting priorities, advising employees on program goals and objectives, and making decisions on work problems presented by subordinate staff.
Assesses and prepares a variety of reports on network and VA facilities enrollment performance.
Communicating verbally and in writing directly with network and facility points of contact on VA benefit program matters.
Works jointly with business line leadership, teammates, and training coordinators, assessing, developing and conducting workshops, conferences, coaching and training events.
