This vacancy is for a Management Program Advisor in the Office of the Secretary, Immediate Office of the Secretary within the Department of Commerce.
Under the provisions of Public Law 115.232, the National Defense Authorization Act (NDAA) for Fiscal Year 2019. Section 1108 of the NDAA allows agencies to appoint college graduates in the competitive service positions without regard to rating, ranking, and veterans' preference provisions.
Duties
As a Management Program Advisor, you will perform the following duties:
Assist in performing a variety of advisory, administrative, and informational support concerning major administrative, clerical and technical programs for the Immediate Office of the Secretary.
Perform administrative duties for senior-level staff, including assembling background materials and records, responding to administrative issues and inquiries, and resolving a variety of conflicts regarding administrative policies and processes among organizational issues.
Make arrangements for travel including airline, hotel, and car rental reservations for the Immediate Office of the Secretary staff.
Manage calendars for senior-level staff. Maintain and provide a daily schedule of events affecting senior staff.
Screen all calls and visitors, answer most questions and completes most business involving established policy or routine matters.
Establish and maintain electronic systems for tracking and record-keeping of correspondence, files, and other documents.
Prepare correspondence, charts, tables, and reports. Maintain time and attendance; copy, scan, print, and compiles documents; maintain control of incoming and outgoing mail/packages; and obtain office equipment and supplies.
These duties are described at the GS-11 full performance level; the GS-7 and GS-9 are developmental levels leading to such performance.
This Job Opportunity Announcement may be used to fill other Management Program Advisor, GS-0301-7/9/11, Full Performance Level (FPL) GS-11 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-7 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-5 in the Federal service. Specialized experience is defined as:
Researching and drafting reports and/or correspondence; and
Using office automation software to prepare documents, spreadsheets, and/or presentations.

SUBSTITUTION OF EDUCATION: one full year of graduate level education or superior academic achievement.
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society. -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

COMBINATION OF EDUCATION AND EXPERIENCE:a combination of the required experience and education for this grade level.
To qualify at the GS-9 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as:
Providing administrative support by tracking work products or projects; and
Using office automation software to prepare documents, spreadsheets, presentations and manage a calendar.

SUBSTITUTION OF EDUCATION: a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level.
To qualify at the GS-11 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as:
Providing administrative support to senior level staff by tracking work products, projects, and resolving administrative issues; and
Managing calendars for senior level staff to include schedule of events.

SUBSTITUTION OF EDUCATION: a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M, if related;
-OR-
COMBINATION OF EDUCATION AND EXPERIENCE: a combination of the required experience and education for this grade level.
