The incumbent leads the Human Resources and Training Service and is responsible for meeting the organizational needs for recruitment and staffing, classification, job analysis, permanent duty moves, new employee orientation, the resolution of errors and discrepancies on personnel related documents and determining the training needs of the organization and facilitating obtaining required training for the CFM workforce.

Duties

The major duties and responsibilities include but are not limited to: Oversee team activities in the planning, development, and evaluation of education programs/projects/activities designed to achieve specific education goals and objectives for a wide variety of training. Oversee team activities to meet the organizational needs for various human capital requirements. Provide for overall administrative management for the organization, including oversight of administrative requirements development, organizational studies, and analysis. Manage and oversee a wide array of human resources activities to include the resolution of pay problems, the creation and finalization of recruitment, relocation, performance reviews/performance related awards, student tuition repayments incentives and recruitment, relocation, and retention incentives. Oversee and coordinate with appropriate offices for the continuity of operations (COOP) and serve as CFM Point of Contact for COOP related matters. Provide the full range of supervisory functions over a group of 11 GS-13s and GS-14s as well as program staff. Lead the daily operation of the office, ensuring agency policies and priorities are followed. Assure proper financial management for permanent duty travel, incentive and performance programs, student loan repayment, retention pay and relocation and recruitment bonuses. Advise senior leadership on human capital management budget and finance issues. Direct the development and management of a variety of communication tools to promote CFM's business lines, to include newsletters, guidebooks, and CFM's web page as well as the success of CFM's training programs. Serve as coach, facilitator and/or negotiator in coordinating organizational initiatives and in consensus building activities among organizational elements. Establish best practice models and improve program techniques, processes, procedures, and systems to provide clearly defined organizational lines of responsibilities with associated functions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old. You may qualify based on your experience as described below: Specialized Experience: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing and coordinating human capital requirements; coordinating and resolving payroll and time and attendance issues; preparing and brief reports to senior leaders on human capital topics; performing a variety of administrative and technical duties; developing and reviewing HR and Training policies, directives, program initiatives and VA regulations; analyzing and reviewing organizational change requests against strategic human capital goals. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying of lightweight items (i.e. folders, claims files).
