Management & Program Analyst reports to the Mental Health & Behavioral Health Sciences Service at the VA Caribbean Healthcare System is composed of multiple complex programs including Psychiatrists, Staff Psychologists, Social Workers, Vocational Rehabilitation Counselors, Registered Nurses, Neuropsychology Technicians and Administrative Staff. Provides a healthcare environment that is patient-centered, integrated across the continuum of care, and promote excellence in quality & patient safety.
Duties
Include, but are not limited to:
Develops and continuously updates database systems for extracting accurate data for recurring and non-recurring reports, and tracking outcome analysis on a variety of administrative, clinical, and outcome data.
Planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating data collection and evaluation mechanisms related to performance improvement initiatives within the BHS and patient flow principles as a whole.
Track, trend, and harvest data needed for information management, education, and reporting.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and operating programs; and the accomplishment, evaluations, and/or monitoring of audits, inspections, or management of internal control review.
Participates in a variety of patient flow workgroups both at the facility and VISN level to integrate strategic planning initiatives into the day-to-day environment of patient care settings.
Works with the administration to refine patient flow concepts in services such as Environmental Management Service, Health Administration Service as well as a variety of clinical and nursing services to meet performance monitors.
Leads the collection, analysis, trending, and communication of data in a continuous feedback loop to administrative and clinical services so that they will know their level of performance as well as the targets identified by the medical center, VISN, and VACO leadership.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Preferred Experience: Coordinator for performance improvement and SME for data mining, analysis, and reporting for the Service. Participates in calls/meetings to stay current in order to facilitate the development of patient flow principles. Ensures the Service maintains health care accreditation, through the Accreditation Services. Manage the tracking, trending, & harvest data needed for information management, education, & reporting. Participates in patient flow workgroups to integrate strategic planning initiatives for Service.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting data, analyzing, and reporting trends on a variety of Services and facility level development activities, and serve as the primary contact for all accreditations requirements. Tracks, analyzes, and reports data on patient flow and provides management support to the ACOS for Mental Health & Behavioral Health Sciences Service for day-to-day operations and long-term planning. Develops and continuously updates database systems for extracting accurate data for recurring and non-recurring reports, and tracking outcome analysis on a variety of administrative, clinical, and outcome data. Planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating data collection and evaluation mechanisms related to performance improvement initiatives within the BHS and patient flow principles as a whole. Track, trend, and harvest data needed for information management, education, and reporting. Participates in VHA and VISN calls and obtains useful and pertinent information to facilitate the development of patient flow principles. OR,

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is both sedentary and, but includes walking, standing, bending, and carrying items such as binders and folders. No special physical demands are required to perform the work.
