The selectee will serve as a principal contact for NAS Defense Program (NDP) Executive Manager in reference to NDP facilities. The selectee will oversee risk mitigation strategies for maintenance and project activities within the service areas.
Duties
Works with the local Technical Operations' risk assessment process teams to minimize the impact on operations resulting from such things as new requirements, technologies, and budget constraints/changes while employing innovative and cost-effective maintenance approaches.Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities.Applies experience and comprehensive knowledge ofNDP areas to plan and accomplish assignments. As a management and program analyst, he/she performs analyzes and evaluations to improve systems efficiencies. He/she collaborates with a variety of individuals, such as engineers and airway transportation specialists, who are assigned to area NDP facilities. Based on analysis, he/she aid in the testing, restoring, and/or optimizing NAS Defense facilities and services.He/she develops and conducts a variety of statistical, analytical, and qualitative studies, and related programmatic activities. Conducts researches and provides analysis of complex problems and designing and recommending solutions to address these problems. Independently plans time, prioritizes work and adjusts deadlines and milestones to ensure overall project success. Informs NDP management and internal/external customers of project status and advises of any challenges. Prepares and review management reports or contractual documents.He/she leads small project/program teams. Serves as Contracting Officer Representative and lead for NDP Agreements. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Leads development of scope, cost estimates, approach, schedules, and resource requirements for NDP projects/programs. Makes optimal use of resources to complete activities within established schedules. Provides oversight of project agreement, processes and requirements. He/she prepares and reviews management reports or contractual documents. Reviews and processes classified documents on a routine basis in support of the NDP Office. Insures that internal and external stakeholders have input on issues associated with NAS Defense operations.Provides guidance to less-experienced professionals. Resolves most problems and work issues without the assistance of a manager, or team leader. Works with management and more experienced professionals to jointly resolve problems.Interacts daily with the Department of Defense, Department of Homeland Security, Federal Law Enforcement agencies, the USAF, and supports the highest levels of government/military on projects that require a secret security clearance and to communicate FAA positions on policies and procedures internally and externally.Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of the project or other work activity.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes analyzing and evaluating program and management systems and processes for operations efficiencies.Qualifications must be met by the closing date of this vacancy announcement.
