Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Human Capital, Human Resources Information Technology Division (HRIT), in Irving, Texas, Santa Ana, California, and Washington, District of Columbia.
This is a non-bargaining unit position.
Duties

The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. Things happen quickly and continuously in this position, and the incumbent will find the need to move from one task to another without much time in between or juggling multiple duties at the same time.
As a Human Resources Specialist (Information Systems), you will perform the following duties:
Collaborate with and lead management in employing change management process concepts and techniques to include developing strategic plans for the development, enhancement, maintenance, and future development of human resources information systems;
Provide management consultative services involving the full spectrum of human resources information systems and applications functions to include issues impacting the various functional areas;
Serve in a key role when rendering expert advisory services and/or authoritative policy interpretations on highly complex agency-wide or equivalent issues;
Provide advice and guidance to human resources executives, directors, supervisors, staff members, managers, and employees regarding the operation, maintenance, use of automated systems and capabilities;
Research and develop approaches to interpret and implement complex legislation, regulation, policies, procedures, and strategies governing the planning and delivery of large-scale human resources information system services.

You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing these duties:
Leading strategic initiatives to enhance human resources systems' capabilities, ensuring alignment with organizational goals and compliance with federal regulations;
Analyzing and interpreting large-scale human resources data sets to provide strategic insights, drive policy decisions, and support senior leadership in decision-making;
Managing comprehensive human resources reporting functions, including the creation of executive-level reports, dashboards, and performance metrics;
Providing expert consultation and guidance on human resources systems integration, optimization, and strategic planning;
Managing cross-agency projects and initiatives related to human resources systems and reporting, including coordinating with other federal entities and stakeholders.

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position.
