The primary purpose of this position, IT SPECIALIST (SYSADMIN) NH-2210-03, is to serve as a senior specialist and focal point for the installation's Video Teleconferencing (VTC) and Audio Visual (AV) systems.
Duties
Plan, organize, and/or direct cyber, IT, or information/knowledge management (IM) activities which comply with legal, regulatory, and AF/DoD-directed requirements and meet mission and customer needs.
Coordinate with program and project managers of other organizations and agencies in developing, operating, and modifying policies to ensure local application meets mission/project requirements.
Serve as senior technical advisor on cyber, IT, or IM activities.
Lead and/or participate in discussions, meetings, conferences, committees, or special IT projects.
Plan, advise, coordinate and accomplish Video Teleconferencing (VTC) and Audio Visual (AV) system planning and install projects, in conjunction with contractors, vendors, Air Force units, other support agencies and other team members.

- PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience described as assist with or lead and managed information systems planning, development, implementation, operation, and maintenance; conducted research and analysis of external products to determine their potential for meeting mission requirements and business needs; assisted with the assessment of customers' needs and requirements and provided information, expertise, and assistance to satisfy those needs; independently or assisted with the determination of objectives, making sound, well-informed, and objective decisions, setting priorities, causing change, and accomplishing organizational goals.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.
5. Knowledge of organizational mission and function and how to work effectively within its social, political, and technological systems to achieve measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as either a paramount or incidental duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
