This position is located within the Cooperative Studies Program (CSP) at the VA Connecticut Healthcare System in West Haven, CT. The work performed by the Supervisory Program Applications Specialist - Chief of Data Management supports the overall programs and mission of the VA Cooperative Studies and clinical trial research.
Duties

The major duties include but are not limited to:
Performs the full range of supervisory responsibilities to include but not limited to provides direction and training to improve the knowledge and performance of the Data Management staff; encourages team building and serves as a mentor; works with the staff and sets timelines for assignments, projects, and methods/techniques to solve problems; identifies, distributes, balances workload and tasks; recommends team or individual recognition awards; evaluates and implements methods to identify, access, analyze, and improve team effectiveness and efficiency; reviews performance management issues/problems and recommends/requests reassignments, promotions, tour of duty changes, etc.;
Ensures compliance with CSP standard operating procedures, VA, and Food and Drug Administration (FDA) regulations, and implements data management procedures compliant with regulatory requirements;
Designs, documents, tests, implements, and manages clinical data collection, review, and reporting systems for clinical studies;
Develops the process for standardizing data collection tools, data coding, formats, and associated documentation;
Designs, develops, implements, and maintains statistical programs;
Analyzes work processes and operations to determine the feasibility of developing new or upgrading existing systems to improve the efficiency of the data collection and analysis for the clinical trials;
Develops and presents automation options to management;
Prepares design documents, writes code, tests, implements, and maintains applications;
Generates various data reports for study monitoring;
Establishes and monitors data management activity performance metrics;
Formulates, directs, and develops policies for data management;
Participates in programs involving cost comparison or cost reduction;
Prepares and maintains the budget for Data Management section;
Works with senior leadership in identifying, prioritizing, and planning long-term strategic objectives; and,
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

Qualifications
To qualify for this position at the GS-13 grade level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Program Applications Specialist - Chief of Data Management, and that is typically in or related to the work of the position to be filled. Specialized experience includes lead or supervisory such as directing the work of subordinates, managing performance, handling employee complaints, reviewing training needs, etc.; applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of program operations for the organization; coordinating the business process and software functions within the organization; developing complex reports and performing data analysis such as organization operations, outcome measures, performance measures; utilizing a variety of computer technology and software packages to create and manipulate data/data management; and highly developed skills to communicate, both in person and in writing, explaining recommendations, disseminating factual information, and providing guidance and advice. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.

Physical Requirements: The work of the position is primarily sedentary; however, there may be some walking, standing, bending, carrying of light to moderate weight items, crouching, reaching, or similar activities. Slight physical demands are required to perform the work.
Work is typically performed in an adequately lighted and climate-controlled office.
