The Office of Research & Development is seeking a full-time Supervisory Program Applications Specialist to serve as Chief, Data Management for the Research & Development Service of the VA Connecticut Healthcare System. The position is located in West Haven, Connecticut.
Duties
The Chief, Data Management supervises, provides direction and training to improve the knowledge and performance of the data management staff within the Cooperative Studies Program (CSP) of the VA Connecticut Healthcare System. The incumbent supports the design, documentation, testing, implementation and management of clinical data collection review, clarification, and reporting systems for clinical studies. Typical duties include, but are not limited to:
Supervises, provides direction and training to improve the knowledge and performance of Data Management staff.
Provides training to Data Management staff on Standard Operating Procedures, Work Instructions, and Guidelines as required for the position as well as initiating changes to existing policies and recommendations for new policies.
Works with Data Management staff to identify and set timelines for assignments, projects, and methods/techniques to solve problems; also helps identify other projects that need to be completed.
Leads Data Management staff in identifying, distributing, balancing workload and tasks, making adjustments to accomplish the workload in accordance with established priorities, and ensures that each Data Management employee has an integral role in assigned tasks.
Responsible for the design, documentation, testing, implementation and management of clinical data collection, review, clarification and reporting systems for clinical studies.
Supports the design, documentation, testing, implementation, validation and utilization of systems and processes within the Clinical Data Management group.
Serves as the main resource for the study team in the planning of data management processing systems for new clinical trials.
Responsible for designing, developing, implementing and maintaining statistical programs with the most appropriate methods and most efficient applications.
Responsible for analyzing work processes and operations to determine the feasibility of developing new or upgrading existing systems to improve the efficiency of the data collection and analysis for the clinical trials.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: design, testing, implementation, and management of clinical data collection and reporting systems; analyzing work processes and operations to determine the need to upgrade existing or develop new systems; leading staff in identifying, distributing, and balancing workload and tasks; providing training on data management SOPs/processes to other staff; leading or supervising others in data collection/management tasks; developing and/or revising policies and procedures.
NOTE: Your description of your work experience(s) in your resume must demonstrate that you possess the required specialized experience or you will not be referred for consideration.
PREFERRED EXPERIENCE: 3 or more years experience in data management for clinical trials (NOTE: This is PREFERRED experience only; all applicants meeting the minimum qualifications for this position will be referred for consideration regardless of whether or not they possess this preferred experience).

Physical Requirements: The work is primarily sedentary with no special physical requirements.
