You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the OCCUPATIONALSAFETY & HEALTH DIVISION, OCCUPATIONAL SAFETY, HEALTH ENVIRONMENTAL OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will ensure compliance with the Shipyard Occupational Safety and Health Program. You will conduct Fire, Safety, and Health inspections of all Shipyard work areas. You will conduct Occupational Safety and Health (OSH) compliance surveys and audits. You will provide training on the requirements in the Shipyard Safety manual. You will conduct Occupational Safety and Health (OSH) accident investigations to determine casual factors.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing oversight and evaluation for Occupational Safety and Health (OSH) programs. Experience conducting OSH inspections and surveys throughout a Shipyard to identify and coordinate resolution of OSH deficiencies. Experience conducting personnel injury and/or property damage accident investigations while providing assistance with Official Naval JAG investigations as assigned. Experience providing technical input to various shipyard OSH training programs and program elements. Experience performing system safety analysis of engineering drawings, process instructions, design memorandums, etc. as required. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of at least three full years of progressively higher level education leading to such a degree.
OR
LL.M., if related.

• Managing safety or occupational health program elements.
• Developing and recommending safety and occupational health policy to higher levels of management.
• Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
• Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
• Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
• Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
• Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
• Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
• Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
• Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5.
