You will serve as a SUPERVISORY SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the OCCUPATIONAL SAFETY,& HEALTH OFFICE of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will function as the shipyard's chief consultant on all aspects of the Occupational Safety and Health (OSH) program.
You will provide policy and objective guidance to subordinate supervisors.
You will decide on program matters that are not contrary to or take exception with requirements of higher authority.
You will provide Equal Employment Opportunity (EEO) program support.
You will investigate OSH workplace deficiency reports as assigned.
You will conduct independent OSH inspections with selected supervisory/management personnel and/or ship/shop/code safety committee members.
Requirements

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying comprehensive expert knowledge of occupational safety, health and environmental affairs in a large industrial setting;
Experience executing and maintaining a safety, health, and environmental management program in compliance with federal, state, and local laws and regulations;
Experience utilizing knowledge of a wide range of accepted and approved occupational safety and health concepts, principles, practices, laws, methods, standard, techniques and regulations/requirements required to identify, evaluate and control a wide variety of both conventional and non-conventional industrial and Shipyard hazardous conditions, especially those of high risk to personnel;
Experience applying OSHA, NAVOSH, and DoD standards, procedures, methods and techniques pertaining to construction and shipyard projects, including equipment used in the construction and Shipyard industries, materials, utility and ships systems.
Experience communicating effectively both orally and in writing to gain the acceptance and cooperation of others.
