The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Duties
Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and
conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor.
Represents the organization at executive levels within the Government and to contractor/industry representatives. Participates in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials. Conducts meetings and working groups to address problems, technical developments, program changes, etc., and to collectively prepare an approach to program changes.

- Incumbent may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

- This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE:
I have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is applying analytical and evaluative methods and techniques to assess program development or execution; identifying resources to accomplish project/program goals; experience in fact-finding and investigative techniques; having knowledge of principles, policies, legal requirements and practices of contract management in order to plan, organize and manage critical aspects of the production of contracts/contractors; knowledge of the activities and purpose of contract support personnel and ability to coordinate such aspects of contracting, program control, to effectively implement contract management and direction.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
Desirable Qualifications:
- Must be able to obtain/maintain a Security Clearance: SECRET required (TS/SCI Desired)
- Be able to obtain Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in Program Management (PM) (within 24 months of hire)
- BS or BA degree in Business, Management or a degree relevant to the position.
- At least eight (8) years of experience in program management, technical or business analysis discipline; and included in the eight (8) years, there must be at least four (4) years of experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development.
- Demonstrated knowledge of Service and Departmental policy and documentation related to acquisition of military unique systems and capabilities.
- Must have experience processing program acquisition, funding and contract documentation for military aircraft programs both domestic and international.
- Demonstrated knowledge of and experience dealing with DoD reporting tools and major reports.
- Demonstrated experience with Microsoft Office products.
- Minimum grade to apply is GS-11 (or equivalent) for at least 1 year
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
