About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services.
Duties
Analysis, plan, organize, and direct the contractual aspects of assigned programs within these constraints.
Responsible for the full range of acquisition planning and contract management functions required to support a contract project.
Plan, develops, and establishes the contractual strategy for the overall acquisition program for the organization.
Prepare and maintain current acquisition plans, appropriate milestone charts, and related schedules.
Develop solicitation packages and conducts reviews of contract specifications and contract changes.
Reviews the negotiation strategy and coordinates strategy with the negotiation team.
Monitor contract administration and conduct necessary coordination, may result in preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, and issuance of stop-work orders.
Advise program officials of the procurement objectives and prepares statements of work, determination and findings, and solicitation documents.
Perform detailed analysis of all cost elements in contractor proposals and conducts necessary coordination, which may result in competitive range determinations.
Advise technical specialists, management, and contracting officers on matters about contracting policies and procedures.
Advise managers regarding specific situations or problems and upon receipt of changed procedures imposed by high headquarters involving regulations, laws, and good business practices.
Serve as a Contracting Officer Representative (COR) or the Alternate Contracting Officer Representative (ACOR) to provide technical monitoring and/or administration of one or more contracts/orders.
Serve as a primary representative on contract-related task forces.

- This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
- This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% or less of the time.

Specialized Experience:
Applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (or GS-11 equivalent) level in the Federal Service which includes: 1). Establishing the contractual strategy for the overall acquisition program for the organization; 2). Developing solicitation packages to conduct reviews of contract specifications and contract changes; 3). Advising program officials of the procurement objectives and prepare statements of work, determination and findings, and solicitation documents; 4). Analyzing the contracting strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements for several systems programs/projects; 5). Reviewing the negotiation strategy to coordinate with senior officials and the negotiation team.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent grade level).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
