This position is at the National Credit Union Administration (NCUA) in the Office of General Counsel. This position serves as an Attorney Advisor (General). The incumbent serves as a staff attorney primarily responsible for legislative and regulatory activity involving the NCUA and the financial institution industry.
Duties
As an Attorney Advisor (General), you will:
Draft regulations and opinions and perform legal research on credit union operational matters, including, without limitation, investments in government obligations; non-permissible investments; share insurance coverage; capital requirements; field of membership; management of credit unions; accounting procedures; and the Federal Credit Union Act.
Review and evaluate the impact of legislative proposals affecting the NCUA's responsibilities as share insurer, credit union supervisor and regulator, conservator, liquidating agent, government agency, and employer, among others.
Assist with testimony for Congressional hearings on proposed and final financial institution legislation and current issues that affect the NCUA or the financial services industry. Participate in preparation of interagency and NCUA reports for Congress and the Administration.

Qualifications
Specialized Experience Requirement:
To qualify at the CU-14 grade level: You must have four full years of post-law school legal experience that demonstrates the ability to perform the work at the CU-14 grade level. At least 12 months of the legal experience must have been equivalent to the CU/GS-13 grade level in federal service (obtained in either the public or private sectors) performing the following work: drafting, reviewing, or commenting on federal regulations in multiple subject areas and providing general legal advisory services related to federal laws, including but not limited to the Administrative Procedure Act and notice-and-comment rulemaking.
Ideal Candidate Statement:The ideal candidate, in addition to meeting the specialized experience, will possess demonstrated subject matter expertise in multiple of the following subject areas: (a) drafting of internal and public legal memoranda and opinions governing the regulation of financial institutions; (b) review and analysis of proposed legislation affecting financial institutions and the financial services industry; (c) providing written and oral briefings to executive management; and/or (d) regulations governing the operation of credit unions and banks. . The ideal candidate is organized and a skilled communicator with a strong appetite to learn and a demonstrated commitment to professionalism and public service. They take initiative and function independently but are able to work collaboratively to ensure the success of the Office of the General Counsel and the NCUA.
In addition to meeting specialized experience requirements, applicants much also meet basic requirements.
- You must have a professional law degree (LL.B. or J.D) of an accredited law school.
- You must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
