The VA Northeast Ohio Healthcare System is recruiting for an Interior Designer. The Interior Designer will function in Engineering Service.

Duties

The Interior Designer duties include, but are not limited to: Performs technical, administrative and professional work involving managing, administering, operating and support services and programs related to the operation and safety of Federal facilities. Incumbent is considered a subject matter expert in Healthcare Interior Design. Engages in activities related to the management and/or administration of facilities, and must track, oversee, and monitor all ongoing and future projects. Incumbent must be capable to effectively communicate to upper management regarding construction schedules and activations. Designs building interior design environments to promote employee productivity, health and welfare, and/or health and welfare of the public. Prepares floor plans, furnishings and accessory selections. Completes work before, during and after when interior design needs are developed. Prepares and tracks interior design budget and develops cost estimates to cover furnishings required for project include in budget submission. As a team with the Facilities Management Business Manager, prepares and maintains interior design budget and fund control points (FCP). Develops cost estimates to cover furnishings required for projects included in budged submission as well as provides fiscal year budget proposals. Coordinates design requirements with project managers, end-users and leadership teams on receipt of design directive, attends pre-design meetings, assembles design criteria, and verifies all criteria is sufficient in detail and accuracy to meet functional capability required by user. Conducts investigations of project site to determine (for new construction) feasibility of project, or (for additions/renovations) condition of structure, presence of hazardous materials, and data prior to initiating design; evaluates data, incorporating all relevant features into design consideration and solutions. Creates and develops complete interior design, including complex features, utilizing the latest design and construction techniques. Completeness is assessed and analyzed from the standpoint of function, structure, mechanical, electrical features, energy use, building codes, regulations, design development documents, aesthetics and economics. Prepares complete interior design drawings, which includes floor plans, interior elevations, section details, perspectives and finishes, balances aesthetic features to blend with structures, site and environment. Coordinates into composite sets the drawings, specifications, design analysis, quantity take-offs, estimates and review comments, drafting final interior construction drawing for completeness. Establishes and maintains resource library to include current samples of construction materials, furnishings, equipment, product literature, and contracts and schedules. Prepares detailed fee estimates and cost used for negotiating with architect-engineering (A/E) firms for interior design services; and all pertinent correspondence, plans, reports and A/E contract criteria. Evaluates technical data for feasibility, adequacy and compliance with specifications, determines if resources (e.g., materials; furniture procurement; etc.) meet contract requirements. Investigates and documents client needs for interior design, analyzes needs, proposes options, and develops specific solutions. Advises on the total design of a building or medical facility. Utilizes AutoCAD and other project related software to maintain accurate records of project in all stages, from planning and design through completion. Independently designs and develops written specifications for fabrications and installation of all materials. Performs a variety of space planning functions and feasibility studies of interior architecture and interior design. Performs surveys of buildings to maintain current overall awareness of facilities and general environment conditions. Initiates orders, reconciles credit card transactions ad records purchases. Tracks transactions from initial purchases through receipt and/or installation. Ensures sources are within federal procurement guidelines. Advises on ergonomic issues/employee accommodation projects, agency responsibilities, etc. Work Schedule: Monday - Friday 7:00 am to 3:30 pm or 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of, and skill in identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Knowledge of, and skill in performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Knowledge and skills in preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Ability to coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Skilled in fact-finding, interviewing, and case management techniques to advise on and/or conduct investigations, such as AIB, DAB, and OAWP. Knowledge of, and skill in managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. You will be rated on the following Competencies for this position: Safety Engineering Administration and Management Design Computer Skills Customer Service Contracting and Procurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work can normally be done while seated, as at a drawing board or computer keyboard. Education

Education Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination.
