The incumbents are responsible for medical center interior design projects within the Louis Stokes Cleveland Department of VA Medical Center, Engineering Service, Office of the Assistant Chief, Planning and Construction, Planning/Design Unit.
Duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
Duties include, but are not limited to:
Advises on the total design of a building or medical facility preliminary space plans, proposed project, detailed specification to evaluation of alternatives;
Utilizes Computer Aided Design (CAD) and drafting software to maintain accurate records of project in all stages from planning and design through completion;
Reviews construction drawings including lighting plans, reflected ceiling plans, finish, door and hardware schedules, telephone and electrical specifications and plans, furniture specification and plans, architectural detailing, details and millwork, and coordinates color and finishes for all spaces;
Participates in on-site construction visits, conducts pre-and-post-occupancy evaluations, developing standards for efficient space management;
Develops short- and long-range interior improvement projects for a facility and other programs to identify existing and future needs;
Serves as the contracting officer's technical representative on all furniture projects; develops official procurement and administrative documents;
Advises on ergonomic issues/employee accommodation product procurements, agency responsibilities, etc.;
Coordinates all phases of projects with appropriate officials, analyzes proposes options, develop solutions;
Develops cost estimates to cover furnishings required for projects including in budget submissions;
Manages medical center budge resources of sizeable fund control point designated for furnishing and other interior design related items and services;
Performs other related duties as assigned.
Work Schedule: Full Time, Monday - Friday (1) position 8:00am - 4:30pm and (1) position 7:00am - 3:30pm

Qualifications
IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-12 LEVEL YOU MUST MEET THE FOLLOWING:
SPECIALIZED EXPERIENCE: Applicants must possess one (1) full year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Interior Designer position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.
