Duties

Serve as working leader of 7-12 employees in accomplishing trades and labor work. Insure that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations. Provide information to supervisor on status and progress of work, causes of delays, and overall work operations and problems. Serve in the field as a roving operator inspecting water and waste facilities and equipment. Perform utility system work at the Water Treatment Plant, Industrial Waste Treatment Plant and in sewage disposal.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a State of Arkansas Grade 1 Water Treatment Operators License.
  • State of Arkansas Grade 2 Water Treatment Operators license and State of Arkansas Grade 2 Water Distribution License are both required within one (1) year of employment.
  • State of Arkansas Class I Wastewater License is required with three (3) months of employment.
  • State of Arkansas Class II Wastewater License is required within two (2) years of employment.
  • State of Arkansas Industrial Wastewater License is required within one (1) year of employment.
  • Obtain and maintain a valid Arkansas and Federal Government motor vehicle operator's license within 30 days of employment.
  • This position is a Testing Designated Position (TDP) subject to pre-employment drug testing and random drug testing during employment.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Utility Systems Operator Leader without more than normal supervision. The ability to perform common Utility Systems Operator duties. Skilled in operating pumps to pump water; back washing and rinsing filters; performing minor maintenance on pumps, valves, and filters; cleaning tanks and lubricating equipment; maintaining records of meter readings, pumps operated, wells operated, chemicals used and test results; taking samples of raw, aerated, settled and filtered water and conducting tests on water and sewage samples. Adjusting flows to oxidation ponds; monitoring and making adjustments to valves, pumps, feeders, mixers, industrial and other control devices to prevent deficiencies or malfunctions. Working under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.- Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal SupervisionAbility to Interpret Instructions, Specification, etc. (includes blueprint reading)Dexterity and SafetyKnowledge of Equipment Assembly, Installation, Repair, etc.Operation of Equipment and MachineryTechnical Practices (theoretical, precise, artistic)Use of Measuring Instruments PHYSICAL EFFORT: Occasionally works in awkward and cramped positions, operators are required to lift up to 50pounds and occasionally up to 100 pounds. Frequent standing, walking, and climbing is requiredwhile checking the equipment. Frequent climbing of water towers at heights of over 100 feet. WORKING CONDITIONS: Work is performed both outside and inside. Operator gets dirty and greasy while performingmaintenance. There is danger of falls from storage tanks (at heights of approximately 100-150 feetabove ground level) and of injury from moving machinery. There is a possibility of infection,asphyxiation or injury form contact with sewage, sewage gases and fumes. Operator is subject toburns while working with chemicals, and must occasionally wear protective clothing. Operatorperforms work in an environment in which disagreeable or hazardous noise levels are consideredenvironmentally unsafe without the use of protective gear. Operator is provided and must wear approved hearing protective devices; therefore, adverse health effects to the operator areeliminated. Operator is subject to annual audio metric evaluation at the Arsenal medical facility.
