This position is located in the Washington, DC Commuting Area within the Bureau for Humanitarian Assistance (BHA), at the U.S. Agency for International Development (USAID).
Duties
Lead the team in balancing workload among employees to ensure timely accomplishment of assigned team tasks; represent the team consensus and convey the team’s findings/recommendations with internal/external stakeholders.
Serves as a leading authority in conceptualizing and implementing a Bureau-wide internal training strategy, including learning standards and tools.
Leads the Bureau’s engagement on sharing good practices on training with stakeholders inside and outside of the Agency.
Responsible for the development of strategies, plans, program guidance, and dissemination of research results for Agency-wide application and incorporation into humanitarian assistance programs.
Maintains liaison with sources of information inside and outside the Bureau to assess and review new or unusual circumstances, variations in approach and incomplete or conflicting information.
Engages with Bureau and Agency professional and working groups and provides leadership to Bureau staff in implementing training initiatives.
Requirements

- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

- If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

Qualifications
Specialized Experience:
GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes; 1. Advising leadership on new developments and effective approaches to new/modified techniques for relevant training exercises for a civilian-based international disaster response organization.2. Developing strategies and program guidance on training for incorporation into humanitarian assistance programs for a civilian-based international disaster response organization.3. Serving as a expert on policy interpretation and implementation, related to design and management of training and learning programs across a broad range of program areas including: new hire onboarding, field-focused program learning, and long-term strategic planning for building facilitation resources for a civilian-based international disaster response organization.
