Duties

As a Science Officer you will: Ensuring quality of science Serves as the primary scientific advisor to the CIO Director and Deputy Director, and other senior staff, on science issues in public health, epidemiology, biostatistics, economics, behavioral science, and related disciplines. These issues are frequently complex or controversial, often involving analyses and assessments resulting in policy decisions and CDC's relationships with other U.S. governmental agencies-Federal, state and local, as well as international governments and domestic and international non-governmental organizations. Oversees, provides guidance and ensures that all CIO scientific research, publications and communications meet the highest standards of quality and integrity and are in accord with all human subjects and other ethical standards. Scientific collaborations Collaborates with leaders and scientists in other CIOs to coordinate and facilitate strategies, programs and procedures to ensure integration of CIO's science with CDC's broader scientific enterprise. Identifies cross-CIO research, redundancies and program gaps, and works with CIO leadership in encouraging scientific collaborations and innovations. Provides consultation and technical assistance to State and local agencies, and non-governmental organizations in the conduct of science related to CIO's activities and programs. Scientific leadership and management Monitors scientific quality assurance programs, such as project peer review procedures, human subject protocols, coordination of the CIO research projects and assures research projects are closed out in compliance with agency procedures and monitors other Center procedures related to ensuring quality science in research activities. Responsible for overseeing the development of the CIO research agenda and the integration of that agenda into the CDC research agenda. Works to align the CIO scientific activities with CDC goals, objectives and policies. Provides scientific advice on policies to integrate and improve programmatic efforts into broader public health program efforts at federal, tribal, territorial, and local levels. Coordinates and supervises selected scientific functions within the CIO, (e.g., informatics, terrorism, surveillance, global health) emphasizing the integration of science related processes and practices. Facilitates collaboration across CIOs on a broad range of scientific issues. Extramural Activities Seeks innovative opportunities whereby public health needs and community interests can forge effective partnerships to enhance public health initiatives within the purview of the CIO. Play a major role in establishing and maintaining intramural and extramural partnerships with both Governmental and non-profit organizations. Oversees and coordinates CDC and ATSDR extramural research activities including NOFO development, peer review and secondary review, pre- and post-award research activities. Supervisory Duties Supervises a small contingent of positions. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. May interview candidates for positions in the work unit. May recommend appointment, promotion, or reassignment of employees to supervisor. May hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor. May affect minor disciplinary measures, such as warnings and reprimands. Refers more serious cases to the supervisor for resolution.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Basic Qualifications: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Minimum Qualifications: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: developing, implementing and managing scientific policies and procedures on public health practices/principles and analyzing and interpreting scientific data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
