The primary purpose of this position is to, LEAD FIREFIGHTER, GS-0081-09 is to be responsible for a major piece of firefighting equipment & its regularly assigned crew of 3 or more firefighters engaged in airfield/structural firefighting, rescue operations, the reduction and/or elimination of potential fire hazards & medical transport for advanced life support operations.

Duties

-Lead a crew of three or more firefighters, including at least one firefighter assigned to man a major piece of motorized firefighting equipment such as a pumper, aerial ladder truck, or Airport Rescue Fire Fighting (ARFF) vehicle in firefighting and rescue operations. -Direct firefighting crew in the operation of firefighting vehicles and equipment. -Direct assigned crew or military equivalent) in the performance of crash/rescue and firefighting duties at airfields handling complex (e.g., bombers, cargo, and passenger) aircraft; the performance of structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes; and the performance of hazardous material (HAZMAT) containment and control and/or Basic Life Support duties. Leads all firefighters in attaining required ARFF Driver Operator certifications. -Lead assigned crew or military equivalent) and performs emergency rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Directs EMS providers (First Responders, EMTs, and/or Paramedics) in delivering medical aid to the sick and/or injured patient. -Assign crew members or military equivalent) to perform maintenance of firefighting equipment and fire station facilities.

  • Employee is required to use all safety equipment and clothing provided by management.
  • The employee is required to work a 72 hour week on a 48 hour on, 72 hour off basis which includes weekends and holidays. May be subject to recall.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • Position may or may not be covered under Special Retirement Coverage outlined in 5 CFR 831 Subpart I for CSRS or 5 CFR 842 Subpart H for FERS covered employees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: The applicant must have one year, or will have one year within 120 days of closing of this announcement, of specialized experience at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-07), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge to drive and operate firefighting vehicles of significant complexity; of the principles of hydraulics as they pertain to water flow, water pressure, water levels, line (friction) losses, etc.; and of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. 2. Knowledge of emergency first aid techniques; safety requirements as outlined in applicable safety standards, regulations, and/or technical orders; and HAZMAT emergency response procedures, equipment, and identification. 3. Knowledge of basic building design, construction, and occupancy; and of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, ejection seat mechanisms, and/or oxygen supply systems. 4. Skill in detecting and recognizing fire hazards (potential and immediate), and operating communications equipment. 5. Ability to maintain good working relations; communicate orally and in writing; and lift and carry heavy loads. ADDITIONAL CONDITIONS OF EMPLOYMENT: *Employee is required to be certified by the Department of Defense (DoD) Firefighter Certification System as Fire Officer I, Fire Instructor I, Fire Inspector I, HAZMAT Awareness, HAZMAT Operations, Airport Firefighter (includes Firefighter I, II), Apparatus Driver Operator- Aircraft Rescue and Firefighting, Apparatus Driver Operator- Pumper, Apparatus Driver Operator- Aerial*, Apparatus Driver Operator- Mobile Water Supply (MWS*). *NOTE- Required if Aerial and/or MWS is assigned. *PHYSICAL DEMANDS: Perform strenuous physical activities such as lifting heavy firefight equipment, climbing standard and aerial ladders, and lifting and carrying people and equipment for rescue and salvage. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. *WORK ENVIRONMENT: Employee is exposed to out-of-control fires, HAZMAT spills, or possible explosions. May suffer from burns, dehydration, and other effects of heat, smoke inhalation, heavy protective clothing, falling materials, or explosions. Subject to physical injury and sensory damage from firefighting activities, exposure to HAZMAT and high noise levels. Must deal with victims in emergency situations that may be in varying stages of fright, panic, injury, and shock. There may be hazards while operating or riding fire trucks at high speeds under adverse conditions. The employee works outside in all types of weather conditions. Ability to move charged fire hoses, fire extinguishers and other equipment. Must be able to wear protective clothing, such as encapsulated suits weighing 50 - 60 pounds. Climbs ladders and works at various heights. *May be required to maintain current National Registry Emergency Medical Technician (EMT) certification. This requirement should be determined locally. *May be required to maintain current Wildland Certification Red Card (Affiliated with Air Force National Wildland Coordinating Group (NWCG). *This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a Firefighter. This age restriction does not apply to those who have previously served in a Federal civilian firefighting position covered by title 5 U.S.C. section 3307 provisions OR qualified veteran preference eligible covered by title 5 U.S.C. 3307. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
