Duties

(Continued from Summary) GS-11 The primary purpose of this position is to provide comprehensive civilian human resources for civilian workforce sustainment and transition for assigned organizations AF wide. Executes the full range of processing non-competitive personnel actions, responsible for AF Electronics Official Personnel File (EOPF) consolidation and processing corrective actions. Executes policy and guidance for the Reduction-In-Force (RIF) process for all installations serviced by the Air Force Personnel Center within established timelines, ensuring compliance with laws and regulations governing the administration of RIF. Duties Processes a full range of Personnel Actions Consolidates Official Personnel Folder (OPF) and corrects and reconstructs records Works specific Reductions-in-Force (RIF) processes in assigned organizations Performs a full range of advisory services to organizations serviced

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-05) SPECIALIZED EXPERIENCE: Applicants must have at least three years of progressively responsible general work experience with one year of that experience equivalent to the GS-04 grade level, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of the basic principles, concepts, and methodology of a HR Specialist (Recruitment & Placement). 2) Applying basic principles, concepts, and practices of a HR Specialist (Recruitment & Placement) sufficient to perform entry-level assignments. 3) Communicating information clearly, orally and in writing. 4) Gathering and analyzing basic facts and drawing conclusions. 5) Learning the operation of automated data systems. OR EDUCATION: Successful completion of a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts with your application. (GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying knowledge of basic principles of federal civilian HR principles, concepts, and practices. 2) Communicating factual and procedural information clearly, orally and in writing. 3) Providing knowledge of techniques of HR Specialist (Recruitment & Placement). 4) Analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions. 5) Planning and organizing work, and consulting effectively with co-workers. OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in a subject area related to the position and am claiming Superior Academic Achievement. Examples of specialized experience includes 1) Applying knowledge of a wide range of Federal HR affirmative employment, replacement, placement, principles, concepts, policies, and analytical techniques to include management of Electronic Official Personnel Folders (eOPF), Reduction-in-Force (RIF), and non-competitive personnel actions. 2) Providing knowledge of other HR processes sufficient to relate placement issues to them. 3) Applying established principles, provisions, laws, regulations, practices, and techniques of staffing and placement. 4) Assisting in troubleshooting and resolving difficult problems associated with providing comprehensive placement advisory services, corrections to EOPF records and RIF execution. 5) Gathering and analyzing facts, drawing conclusions from information, and communicating information clearly, orally and in writing. 6) Using automated personnel data system to document, review, correct, amend, and/or approve personnel actions. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
