This position is located in the Program Executive Office (PEO) of the Veterans Health Administration (VHA) Procurement and Logistics Office (P&LO). The incumbent provides leadership, oversight and expertise in the development, coordination, implementation and integration of enterprise-level non-expendable commodity-based requirements for approximately 1,400 VHA facilities.

Duties

Major duties include:
Supports all phases of the NX program's acquisition life cycle to include definition, development, design, integration, test and evaluation, scheduling, production, installation, training, operational support, sustainment, modernization, and disposal.
Assesses and plans for risk, identifies/resolves all program issues and monitors/reports progress.
Partners with other stakeholders to establish mission requirements and objectives, plans for accomplishment, progress reviews, and provides management guidance and advice for policy decisions.
Implements controls to assure program changes of cost, schedule, performance and quality reflect commitments to all stakeholders.
Directs highly technical and complex acquisition programs such as Life Cycle Management and Maximo, involving the development of and the production of essential complex services/systems/subsystems with overall VHA Clinical Logistics program activities, functions, and service accomplished that directly affect a wide range of agency activities, the work of other agencies (e.g. Department of Defense for the Medical Product Data Bank contract), and operations of outside interests (considerable impact on industry), and have national coverage.
Establishes, develops, and maintains effective working relationships with senior leadership, contracting activities, and internal/external stakeholders.
Holds and maintain Federal Acquisition Certification for Program/Project Managers (FAC-P/PM), senior level or equivalent training and experience necessary to perform the technical aspects of this position.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This recruitment is for one position with the VHA Procurement and Logistics Office (PLO), Equipment Life Cycle Management branch located in Washington D.C or a location to be determined. This is not a remote position.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.
You may qualify based on your experience as described below:
Specialized Experience (GS-15): You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. To be found minimally qualified, your resume must clearly demonstrate that you possess at least three out of the five statements of the specialized experience. Specialized experience includes:
Establishes and monitors internal control systems to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.
Ensures compliance with public laws that relate to program management, acquisition and logistics.
Provides leadership, oversight and expertise in the development, coordination, implementation and integration of enterprise-level non-expendable commodity-based requirements.
Directs highly technical and complex acquisition programs.
Communicates and coordinates with other GS-15 program managers, matrix support organizations, user communities, senior leadership, other government agencies and contractor partners in support of program execution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling.
