This position is located at the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS). FPAC Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for crop insurance, conservation programs and technical assistance and credit and commodity programs, and disaster programs.

Duties

Maintains a process to track, analyze, and report access control management. Analyzes administrative program functions, processes, and data to determine the effectiveness, efficiency, and accountability of programs and work operations in the State. Works with the Procurement and Property to monitor, analyze, and coordinate state leasing activities which includes state office, area offices, and field offices. Supports the Financial Resources Specialist by providing supportive documents, analysis, and feedback for auditing initiatives to track and ensure agreements meet quarterly accrual requirements. Works with the assigned Program Managers to monitor and coordinate state Grants and Agreements with partners. Serves as the State's primary Grants and Agreement coordinator.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Applicants must have completed at least 52 weeks at the next lower grade (or equivalent) (for example 52 weeks at the GS-5 for the GS-07/ 52 weeks at the GS-07 for GS-09; 52 weeks at the GS-09 for GS-11), or have held the same grade or higher grade level as the one advertised in order to be considered for this position. Specialized Experience (GS 7): To qualify for the GS 7 position, you must possess at least one year of specialized experience, equivalent to the Federal GS-5 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as performing assignments, projects or studies related to administrative business operations and programs; resolving procedural problems or issues based on knowledge of well-established administrative and technical methods to perform assignments; providing administrative management support based on knowledge of mission and function, goals and programs. OR Education Substitution: 1 year of graduate-level education in a related field. OR Superior Academic Achievement: To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society. Specialized Experience (GS-9 level): To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: performing staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity. Examples of specialized experience include: performing assignments, projects or studies related to administrative business operations and programs; gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency; and producing analysis reports and spreadsheets to support business operation. OR Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience (GS-11 level): You must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as work performed in an office setting that is in or related to the work of this position. Examples of specialized experience include: performing staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity. Examples of specialized experience include: performing assignments, projects or studies related to administrative business operations and programs; analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives; and coordinating management analysis studies with business operation programs, goals and objectives. OR Education Substitution: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
