- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within the required timeframe after appointment.
- This position will be coded under the Acquisition Professional Development Program (APDP), Engineering and Technical Management Practitioner Level certification.
- The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

- This position may require travel. Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- In accordance with HQ USAF/DP Memo, “Payment of Expenses to Obtain Professional Credentials” dated 23 March 2003, employees may request reimbursement of expenses required to maintain professional credentials.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the nuclear certification processes IAW AFI 63-125 and ability to incorporate relevant knowledge
of applicable building codes, military engineering standards and governing documents as well as knowledge of
the deviation process for any facility design deficiencies. Must be able to understand and interpret technical
documents, engineering drawings, and project schedules.
Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles,
practices, standards, methods, and techniques to apply experimental theories and new developments to
problems not susceptible to treatment by accepted methods, and to plan and execute specialized
programs/projects of marked difficulty, responsibility and significance.
Knowledge of the mission, roles, functions, organization and operation of the DoD, Air Force, and nuclear
deterrence related organizations that govern, interface with, and/or influence acquisition of MILCON facilities,
their development, certification and/or sustainment; and related knowledge of planning, programming and
budgeting cycles, financial systems and restrictions on expenditure of funds.
Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and
policy affecting unique Air Force nuclear weapons-related MILCON facilities being developed, and in planning,
organizing, and directing the functions and staff in critical aspects of acquisition and sustainment.
Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and
resolving conflicts with a variety of stakeholders and their organizations as well as communicating effectively,
both orally and in writing.
Ability to plan, organize, and direct the functions of various teams. Ability to mentor, motivate and develop
personnel as well as analyze, plan, and adjust work operations to meet team and individual project requirements,
goals and objectives within available resources and other statutory/regulatory constraints.
Education
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
