DUTIEE: Responsible for coordinating the CTA priorities within the ICBM and NC3 Branch to ensure oversight of Developmental Test and Evaluation (DT&E) activities. Provide technical advice, advisory support, and assistance on T&E matters, such as test planning and implementation, test conduct, resource requirements identification, and planning to the CTA and T&E leaders within the ICBM and NC3 portfolio. Support the CTA as the principal T&E advisor on ICBM and NC3 Integrated Test Teams, Technical, Safety and Readiness Reviews, System Engineering Technical Reviews (SRR, SDR, PDR, CDR, etc.), test infrastructure, cyber testing, and incorporation of simulation & modeling into test programs. Advise program managers/chief developmental testers/test managers of significant actions or problems with proposed plans and recommend solutions, T&E policy question or issue and review and approve critical test documentation and test strategies IAW Air Force and DoD guidance. Represent the CTA for assigned portfolio with functional counterparts within the AFNWC, AF/TE, DoD, NNSA, and national labs, other federal agencies, industry partners and academia, or with contractor/test specialists. Assess and recommend revisions to policies and procedures to find ways to improve quality, timeliness, and efficiency of activities, ensuring integrated, concurrent government/contractor test activities with required stakeholder, test and certification organizations. Find ways to improve production or increase the quality of the CTA processes. Support the CTA in the digital transformation and the implementation of best practices to incorporate test activities and responsibilities into a digital acquisition, digital engineering, and digital test ecosystem. Create internal digital processes, common with external test organization digital transformation activities across the DoD test enterprise. External test organizations include: OSD DDT&E, HQ DAF/TE, AFMC/A3, Developmental Test organizations, Operational Test organizations, Certification organizations. HIGHLY DESIRED: A professional engineering degree at the bachelor's level from an ABET accredited institution is required, master's level is desired. Background in developmental or operational testing of USAF weapon systems desired

  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain Top Secret clearance with SCI eligibility

  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Test and Evaluation “Practitioner” certification category within required timeframe after appointment.

  • This position is designated as an acquisition position covered by the Acquisition Professional Development Program (APDP). This is a Critical Acquisition Position.(CAP).
  • Selectee must execute a written agreement to remain in Federal service in this position for at least three years.
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
  • Subject to Temporary Duty Assignment (TDY) approximately 15 days per year

Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Degree: Physical Science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
