The primary purpose of this position is to serve as first level supervisor, providing planning, directing, organizing, and exercising control over supervisory and nonsupervisory employees assigned to the Air Transportation Section.

  • Community College of the Air Force (CCAF) instructor certification is also highly desirable. If not, selectee will be required to complete CCAF instructor requirements as a condition of employment.
  • May be required to teach/provide instruction in air transportation courses and other USAF Expeditionary Operations School courses as needed.
  • May be required to manage programs and additional duties, as directed by the commander or flight chief, as they relate to course, section, flight, USAF EOS and USAF EC support.
  • Must have a minimum of ten years of experience in Air Force Air Transportation discipline to apply the necessary expertise for development of assigned programs/curriculum.
  • Must have, at a minimum, an associate’s degree from an accredited college, preferably in a related discipline of Air Transportation Sciences, Instructor Technology, or Logistics Management. (cont'd below)

  • This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: ***THIS IS A CCAF POSITION*** For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; to include knowledge and experience as a law enforcement officer during which he/she must have acquired knowledge of the criminal laws and Federal rules of procedure which apply to cases involving crimes against the United States; knowledge of investigative techniques and laws of evidence, the rules of criminal procedures, admissibility of evidence, constitutional rights, search and seizure, and related issues with regard to the Uniform Code of Military Justice; and knowledge of law enforcement training and authoritative technical leadership in law enforcement training areas and experience with the principles, concepts, and terminology characteristic of the law enforcement training discipline. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles, practices, and techniques of instruction for design and delivery of training and be able to effectively communicate them orally and in writing. Knowledge of training administration, policies, and procedures; Knowledge of training aids and devices used in training programs; Knowledge of safety and security regulations, practices, and procedures. Knowledge of the development and program management of simulators, on-line training, mobile applications, and the general use of technology in training highly desirable. Knowledge of air transportation and aerial port operation functions such as aerial port expeditor operations, joint inspection operations, load planning, cargo handling, passenger service operations, hazardous cargo requirements, and air transportation operations in a deployed environment. Ability to plan, organizes, and direct the functions and mentor, motivate, and appraise the staff through subordinate supervisors; Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively in oral and written communication to include in writing course curriculum, conducting instruction, and briefing a wide variety of high-ranking military personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
