Duties
Serves as a transportation planning and execution specialist for the movement of agency and DoD-owned materiel managed by the agency
Provides leadership with data regarding measurable objectives, customer priorities, major workload, and other factors to maximize the value of the global transportation network enterprise and contingency operations
Identifies, evaluates, and synthesizes contingency operations impacting air, land, and sea lines of movement, as well as strategic plans and mission priorities
Monitors, evaluates, and reports trends and shifts in strategic operations and execution plans; identifies future strengths, weaknesses, opportunities, and threats impacting current and future contingency operations
Provides advice, assistance, and policy/procedure interpretation to agency personnel and customers regarding transportation performance and operations within the global distribution network enterprise

- You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.
Qualifications
To qualify for a Traffic Management Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS12- level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities;
- Conducting surveys and studies of traffic management functions, operating methods, procedures, and performance;
- Making presentations on traffic matters before Federal, State, or local regulatory bodies; and
- Providing advisory service involving commodity analysis from the transportation standpoint.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
