The Health Science Administrator will report to the Chief Executive Officer in the Administrative Department located at the Whiteriver Service Unit Service, Whireriver, AZ. Duties
Executive Leadership and Responsibilities
Serves as a member of the executive leadership team, participates in the development of strategic plans; develops long-range goals, annual objectives, and strategies to meet the healthcare goals of the organization.
Ensures the successful and timely implementation of the Indian Health Care Improvement Act (IHCIA) and applicable Affordable Care Act (ACA) Provision.
Leads in a proactive customer responsive manner and consistent with the Whiteriver Service Unit's vision and values and takes the leadership in advocating for and advancing the priority of the facility.
Program Management
Responsible for the smooth and efficient daily operations of WRSU and its components; enforcing the policies and procedures, managing human and material resources, ensuring patient and doctor satisfaction, high employee morale, and hospital profitability.
Devotes considerable time and attention to budget and fiscal management activities to provide the best possible patient care without exceeding the allotted budget.
Interacts with the hospital staff at all levels to obtain a clear understanding of all issues that may affect daily operations.
Creates and maintains a professional work environment that supports the well-being of the medical and administrative staff; implements recognition programs and awards incentives to recognize those who contribute to the success of WRSU operations.
Knowledge, skill, and ability consisting of a Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II. Experience with multi-million-dollar contracts, completing and assisting with evaluations of performance-based contracts.
Supervisory Responsibilities
Manages the overall work to enhance and achieve the goals and objectives of the healthcare organization.
Exercise final authority for the full range of personnel actions and organization design proposals recommended by subordinate supervisors.
Coordinates, awards, and administers contracts for the acquisition of services and materials.
Provide supply and equipment ordering and warehousing for medical, drug and subsistence supplies.
Provides oversight to the WRSU Purchased Referred Care Program which manages medical/dental care provided away from WRSU.
Maintains an environment compliant with current codes and standards for health care facilities.
Provides utility systems program management.
Maintains utility and safety systems for the hospital and quarters.
Maintains buildings and grounds. Provides for and maintains
Maintains the highest level of confidentiality and professionalism in Health Information to enhance the health of all Native Americans through quality health services.
Assign work to supervisory subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees;
The Administrative Officer has supervision and oversight of six sections, Facilities Director, Environmental Services Supervisor, Health Information Management Director, Purchase Referred Care Director and Support Services Supervisor.

Qualifications

BASIC REQUIREMENT(S):
Completed a Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-0601-15:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next GS-14 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Experience in leading, managing, and/or directing clinical, public health and community health care programs or organization to improve health care delivery services. Developed, maintained and analyzed legislation, policy and regulations and provided technical guidance, oversight and administration to public health support administration, theories, principles, laws, rules and regulations related to health status and research and evaluation studies with health and allied health professionals, Tribal entities and stakeholders. Responsible for enforcing policies and procedures, managing human and material resources. Knowledge, skill, and ability consisting of a Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II. Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
