This position is located at the Whiteriver Service Unit, Whiteriver, AZ. The Chief Professional Officer has supervisory and managerial responsibility for planning, organizing, coordinating, and controlling overall clinical operations through subordinate supervisory staff members within the departments of Social Services, Pharmacy, Laboratory, Diagnostic Medical Imaging Services, Dietary/Community Nutrition, Health Information Management, Clinical Applications and Rehabilitative Services.
Duties
Executive Leadership Team Member: Serves as a collaborative member of the C-suite executive leadership team, providing critical information, professional clinical expertise, and recommendations for strategic insight and solutions to issues facing the everchanging health care environment. Applies professional clinical knowledge in area of expertise to agency programs, activities, regulations, policies, objectives, and health care processes to complex and difficult issues in public health.
Program Responsibilities: As the Chief Professional Officer, the incumbent applies clinical expertise overseeing the provision of advanced comprehensive and continuing health and medical care services for patients including developing new theories, concepts, principles, standards, and methods to solve complex healthcare issues and advance patient care services beyond current parameters.
Supervisory/Managerial Responsibility and Supervisory Factors: As the Chief Professional Officer, the incumbent has overall supervisory and managerial responsibility for planning, organizing, coordinating, and controlling overall clinical ancillary operations for the Medical Center. Manages the supervisory staff that is responsible for the following departments: Pharmacy Services, Clinical Laboratory Services, Social Services, Diagnostic Medical Imaging Services, Rehabilitation Services, Clinical Applications, Information Resource Management, Dietary and Community Nutrition.
Qualifications

BASIC REQUIREMENT(S):
Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Served as a member of the an executive leadership team, providing critical information, professional clinical expertise, and recommendations for strategic insight and solutions to issues related to the health care environment; Participate in the development of strategic plans; long-range goals, objectives, and strategies to meet the healthcare goals of the organization; Responsibilities for planning, organizing, coordinating, and ensuring clinical ancillary operations; Management of supervisory clinical staff; Maintain and ensure compliance with applicable regulations, governing bodies, and the rules of accrediting organizations; Provide consultations to leadership related to conflicts in jurisdiction, functional responsibilities, need for policy implementation, problem areas, or other urgent issues; Perform program/policy analysis; submit recommendations for program and/or policy change/modifications in accordance with all policy, directives, and program implications regulatory requirements. Review and resolve grievances, employee complaints, make decisions related to disciplinary action(s).
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
