About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element HQ's Element (SSSE), Alexandria, Virginia.

Duties

Serve as a Project Officer responsible for the development, establishment, maintenance, accountability, and oversight of signature management plans and programs that support worldwide missions. Conduct the planning, development, implementation, and execution of signature management plans and annexes IAW DoD directives and higher headquarters (HQ) polices. Responsible for the oversight, accountability, and management of plans, annexes, associated accountable property, and signature methods in support of operations. Implement assessment findings in support of operational requirements, organizational activities, and program oversight. Establish and maintains relationships with Federal, Defense, and other agencies providing administrative and operational support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TS/SCI security clearance based on a single scope background investigation (SSBI) with eligibility for access to sensitive compartmented information (SCI) and special access programs.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • Must sign a statement attesting to the understanding of DCIPS provisions.
  • Required to participate in the Civilian Drug Testing Program and will be required to take a pre-employment urinalysis test.
  • Travel may be required up to 25% of the time.
  • Must be willing and able to participate in organization activities and training CONUS and OCONUS.
  • Periodically may be required to work overtime or irregular hours during periods of crisis.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Collection DisciplinesOperations SecurityPlanning and Evaluating
