The primary purpose of this position is to perform work involved in the identification, examination, classification, acceptance, and disposition of complex categories of materials and equipment. The position requires the use of motor vehicles.

Duties

Receives, examines, verifies, and identifies complex categories of materials and equipment. Maintains an aggressive surveillance inspection program on stored/on-hand items. Receives, examines, and determines condition of a wide variety of complex items and materials to be turned in/removed. Monitors special programs, computerized listings, and documentation/records. Operates a variety of gasoline, diesel, or electric powered wheeled vehicles such as platform trucks, van trucks, stake trucks, or dump trucks, which typically have a gross vehicle weight (GVW) of more than 10,000 and up to 26,000 pounds. Uses and maintains tools. Utilizes safety and security practices and procedures following established rules and regulations and maintains a safe and clean work area.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900, Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-6912 MATERIALS EXAMINER AND IDENTIFIER (MOTOR VEHICLE OPERATOR) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of materials, complete equipment items, technical components, parts, and commodities; warehousing or property reutilization and disposal procedures and plans; computerized listings/programs, and demilitarization procedures. 2. Knowledge of safety and security practices and procedures; and traffic and safety regulations, practices, and procedures pertaining to motor vehicle operation. 3. Knowledge of procedures, supply catalogs, technical manuals, and equipment drawings required for product and equipment verification; and cargo handling and hauling and techniques for safeguarding and protecting cargo. 4. Skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of more than 10,000 and up to 26,000 pounds, such as platform trucks, van trucks, stake trucks, dump trucks, passenger vans, shuttle buses, and cargo vans; using measuring devices such as depth, thread, and wire gauges and calipers, to determine adherence to contract specification; and using a wide variety of tools such as hammers, wrenches, screwdrivers, and cutting torches to disassemble equipment as necessary for component identification, serviceability determination, and demilitarization. 5. Ability to interpret and apply technical manuals, drawings, blueprints, operating manuals, and complex equipment and subjective materials specifications when examining, identifying, verifying, and transporting incoming and outgoing materials, such as aircraft engine assemblies, computers, and transmitter and radio assemblies, at point of warehouse receipt or shipment; disassemble equipment where necessary; and identify and process many items requiring special handling, such as strategic and precious metals, hazardous materials, and electronic equipment, by performing chemical tests, employing appropriate safety procedures, and testing electronic equipment. 6. Ability to communicate effectively, both orally and in writing. Physical Effort The work requires moderate to heavy lifting when moving material by hand or handtruck; walking and standing for prolonged periods of time; and bending, stooping, and pushing and pulling heavy material along conveyor lines. Work requires reaching, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Working Conditions Work is performed inside in a warehouse environment and outside in containment areas on a year-round basis. Subject to cuts, bruises, abrasions, and scrapes in moving or handling materials and equipment and to hazards involved with working in proximity to moving equipment such as fork lifts, trucks, cranes, and conveyor lines. Operates vehicles in all kinds of weather and primarily on the installation. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. When handling hazardous materials, protective equipment is provided. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
