The Bureau of Global Talent Management (GTM) is responsible for the Department of State’s greatest asset – our people. The mission of the Office of Accessibility and Accommodations (OAA) in the Bureau of Global Talent Management provides a center of expertise on accessibility, accommodation, and disability, thereby serving as a resource for employees, applicants, and Department clients.
Duties
Develops strategies and departmental policies/processes that facilitate the use of a variety of hiring authorities focused on disability hiring and increase the talent pipeline.
Provides primary assistance and support to the department regarding the administration of policies and program to attract, retain, and promote a diverse workforce for the organization, especially targeted to persons with disabilities.
Assists offices and bureaus in developing plans for attracting persons with disabilities and other candidates with the appropriate skills, experiences & education in a dynamic labor market that aggressively competes for talented & diverse applicants.
Serves as the DOS liaison on Disability employment (including disabled veteran employment) to high-ranking officials in various groups and organizations, both internal and external to the Department.
Evaluates the effectiveness of policies and procedures that are developed and takes measures to modify guidance to ensure maximum effectiveness involving classified and/or Top-Secret information.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing analytical and evaluative methods of hiring programs, procedures, incentive options, Schedule A(u) for persons with disabilities, and Veterans Preference Authorities.
Experience in determining the best approach to single or collective issues involving disabled veterans based on comprehensive knowledge of active-duty members and veterans' experiences, training and needs.
Experience communicating at all levels of an organization, sufficient to interview, advise, and counsel potential applicants and to make formal recruitment presentations to various groups and forums.
There is no substitute of education for specialized experience for the GS-14 position.
