The position is located in the Bureau of Global Talent Management, Office of Talent Services, Management Analysis and Innovation Unit (GTM/TS/MAI). The primary purpose of this position is to act as a management and program analyst for the various programs and services provided to GTM/TS customers and client bureaus. The incumbent identifies and facilitates data driven, continuous improvement activities that will streamline services provided to customers and clients.
Duties
Responsible for researching, analyzing, developing and recommending program and operational improvements to meet short- and long-term office and bureau objectives.
Researches best practices and department policy to identify and implement process improvements. Briefs project status, outcomes, or deficiencies through both written and oral communication.
Manages and participates in continuous-improvement projects at both the office and bureau levels.
Evaluates operational programs and develops and implements improvement strategies, communication plans, and process efficiencies to meet internal and external customer needs.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.
Requirements

- Must be able to obtain and maintain a Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applying for the GS-12
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing a project plan and providing input and assistance through completion.
Experience organizing and analyzing a data set and providing recommendations from findings.
Experience identifying program and process weaknesses and the ability to create and implement solutions.
There is no substitute of education for specialized experience for the GS-12 position.
Applying for the GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, analyzing, developing, and recommending program and operational improvements.
Experience planning a project and providing oversight through completion.
Experience conducting briefings to explain findings and recommend options for implementing actions to improve organizational effectiveness.
There is no substitute of education for specialized experience for the GS-13 position.
