You will serve as a GENERAL ENGINEER located at Naval Facilities Engineering Systems Command and Echelon II Command, Public Works Business Line (PWBL), Energy Programs Product Line (PW8), and ECH II organization of NAVFAC OSF. This position is temporary, not to exceed one year. It may be extended in one-year increments up to five years or may be made permanent. Position may be made permanent at a later date without further competition.

Duties

You will provide technical guidance and information to the component commands concerning PWBL energy strategies works across business and product lines on issues related to energy systems. You will monitor the progress of all other utility and energy programs and systems to assure successful interface and/or integration. You will provide interpretation and recommended adjustments to the PW8 and may independently provide general guidance on energy program issues. You will provide guidance, prepares reports, and oversees program planning and evaluation. You will provide authoritative energy advice and guidance to the PW8 Director and associated business and support leaders. You will perform analysis of complex power system studies, such as service reliability, load forecasts, power quality, system expansions, and market operations.

  • Registration as Professional Engineer (PE) is required.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must be able to successfully complete the following training courses within prescribed timeframe: Standard NAVFAC annual training requirements.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has an SPF which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Professional engineering in management of energy programs and utility systems in accordance with energy policies and regulatory. 2.Utilizes energy products and services such as: cyber secure facility related control systems (FRCS), Advanced Metering Infrastructure (AMI) programs and Smart Grid initiative and related technology. 3.Acquisition methods that include third party finance such as: Energy Savings Performance Contracts (ESPC) or Utility Energy Savings (UESC) Contracts. 4.Skill in use of a variety of installation energy systems, facilities contracts, programs life cycles, planning, programming a budgeting system.5 Conducts analytical studies of complex power programs to identify reliability and recommend corrective actions to include utilization of data visualization software.6 Analyzes program execution to create a more efficient program. 5.Identifies and analyzes highly complex issues and develops solutions.7. Implements programs ensuring program objectives are communicated, supported and achieved. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
