This position is located in the Support Services Division (SSD) at a VA Regional Office (RO). The incumbent performs facilities management, property management, government vehicle management, serves as the primary/alternate PIV coordinator, and completes other administrative tasks, under the supervision of the Supervisory Support Services Specialist and/or the Chief, Support Services Division.

Duties

MAJOR DUTIES: Evaluates and provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure. Provides property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture. Oversees the fleet management program by coordinating day-to-day functions by documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports. Conducts fact-finding or analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues. Responsible for the administration of the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required. Provide forms and publication services which consists of printing, reproduction and distribution of forms. Ensures equipment requirements are met for all forms and publications activities. Evaluates and provides input into security plans and reports. Coordinates building security with appropriate authorities. Produces all reports associated with security. Evaluates and provides input and recommendations for procedural improvements in all administrative functional areas. Coordinates with acquisition personnel in acquiring office supplies and equipment, stores and distributes office supplies and equipment, and conducting inventories. Participates in the development and implementation of policies and procedures. Participates in the stations safety program by providing input, tracking and implementation of safety related items Work Schedule: Monday through Friday 7:30am - 4:00 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 09/23/2024. Basic Requirement/Individual Occupational Requirement: In order to be found qualified, applicants must meet the Individual Occupational Requirement below: - Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. - Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. - Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. - Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. - Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. And/Or Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D is creditable for GS-11. Equivalent combinations of education and experience are also qualifying for grade levels for which both education and experience are acceptable. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). And Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as One (1) year of Specialized Experience equivalent to at least the next lower grade level (GS-09). Specialized experience is defined as: 1. Experience developing and interpreting administrative policies and requirements and reviewing the work of other team members. 2. Experience assisting with any facility issues, equipment, service operation design projects; and analyzing and assessing the efficiency and effectiveness of various administrative programs. 3. Experience with the renovation of existing office space, relocation of a team and/or office, facility improvements, workspace adjustments, and/or minor construction, etc. 4. Experience administering government regulations relating to environmental, health, safety, and/or security standards which can be gained through such activities as conducting safety and/or security inspections, assisting or monitoring a safety and/or security program, and/or identifying and/or resolving safety and/or security deficiencies. 5. Experience analyzing use of space and facilities, safety and/or security inspections, and/or minor construction budgets, etc. and advising management accordingly. 6. Experience in s property management, inventory of supplies and/or equipment, procurement of supplies and/or equipment, and/or vehicle management, etc. 7. Experience in administration and management of an identity card program, to include, cardstock inventory management, card issuance, administrative oversight of role-holders, and issuing cards, as necessary. Applicants may substitute a combination of graduate education and specialized experience to qualify for the GS-11 position: A combination of less than the full year of specialized experience described above and less than the full amount of education described above, however, combined the experience and education equal 100% of the required qualification.
