The Privacy, Civil Liberties & Freedom of Information Office (PCLF) seeks a Team Lead with our Background Investigations Directorate to facilitate casework & special project efforts; direct quality oversight and training of personnel; analyze statistical reports & the performance of personnel and oversee work products. Cases & projects assigned are frequently sensitive and/or complex and do cross organizational and agency lines and have extensive Government wide effect.
Duties
As a Lead Government Information Specialist you will be responsible for the following duties:
- Facilitating the casework and special project efforts of personnel within the branch and the direction of quality oversight and training of personnel.
- Compiling statistical data to ensure the quality control of various workloads to identify areas of strengths and potential weaknesses needing improvements.
- Reviewing, drafting, and implementing policies related to FOIA and Privacy program operations, records management, system of records notices, and the protection of personally identifiable information (PII).
- Providing technical input and assistance on Freedom of Information and Privacy Act processes to ensure timely processing of requests by personnel.
- Reviewing, drafting, and coordinating revisions to instructional material, policies and procedures, for contractor and Federal staff, regarding information collection, maintenance and sharing, to align with regulations, directives and Executive Orders.
- Reviewing Privacy Impact Assessments, Privacy Act statements for information collections, and required documentation for publications in the Federal Register.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: expert experience working with Freedom of Information and Privacy Acts and DOD instructions and regulations related to the FOIA and Privacy Act program; comprehensive experience with personnel vetting missions and operations and extensive knowledge of the associated authorities; advanced experience with records management/retention, information sharing, and IT systems; comprehensive and expansive project leadership and workload management skills (to include training or post-audit activities); advanced experience compiling and analyzing statistical data to formulate recommendations and/or conclusions.
