THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST-Title 5, Position Description Number T5183000 and is part of the WI USPFO, Wisconsin National Guard.
Duties
Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications.
Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
Collectively evaluates management effectiveness of property management functions and informing management of their programs.
Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives.
Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.
Advises the DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.

Qualifications
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: To qualify for the GS-0343-09 position, you must have one-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. Must have experience with shipping and receiving of supplies.
