This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Maintain and evolve the Enterprise Architecture Analytics Project in Army Vantage/ADP 2.0. Maintain and evolve the OEM analytics methodology and tool (the “Integrated Diagnostic”) in support of Army Defense Business System (DBS) Portfolio Management. Support decision maker and stakeholder decisions to optimize business resources, increase efficiencies, and identify cost avoidance opportunities. Leverage enterprise data and analytic tools including Army Vantage/ADP 2.0, OSD Advana, Tableau, Python, R, SQL.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Secret security clearance.
• One year trial/probationary period may be required.
• You may be expected to travel up to 10% for this position.

Qualifications

Who May Apply: US Citizens Position may be filled as a Term Appointment NTE 3 years, Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Transcripts are REQUIRED In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SpecializedExperience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes 1) Plan and conduct relevant research and analytical studies of agency problems to support critical business processes and/or decisions; 2) Utilize professional and scientific knowledge to conduct data analytics on operational and strategic level assessments; 3) Analyze complex data elements and systems, data flow, dependencies, and relationships; 4) Plans and conducts statistical data analytics projects and/or studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
