THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MANAGEMENT ANALYST (TITLE 32), Position Description Number D1913000 and is part of the IL USPFO, National Guard.

Duties

As a MANAGEMENT ANALYST (TITLE 32), GS-0343-9, you will serve as a management analyst in the USPFO and direct Central Issue Facility (CIF) stock record operations using the Standard Army Management Information System software and locally devised management programs IAW law and regulations; Provide management analysis regarding logistical and/or fiscal accountability for the equipment and resources assigned to the USPFO and CIF and performs a variety of review assignments involved in developing, analyzing, evaluating, and/or in providing management assessments. Major Duties - This is NOT an all-inclusive list: Responsible for the work of assigned personnel. Perform the supervisory and managerial responsibilities. Assign and review work daily, weekly or monthly; ensures production and accuracy requirements are met; approve leave; and recommend performance standards and ratings. Assign duties to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Conduct troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources. Provide liaison assistance, as required, to external organizations with responsibility for coordinating their activities with the USPFO. Perform follow-up assignments on agreed upon review findings, recommendations, and monetary benefits made during previous audits engagements. Conduct or participate in the discussion of findings with activity personnel. Review organizational information regarding inventory management, storage management, equipment coordination fiscal and supply management utilizing inspection reports, applicable Department of Army (DA) regulations, and activity mission statements to identify tentative sub-objectives or firm objectives regarding stock record operations. Perform management studies of organization's auditable entity to identify potential problems such as reviewing operating procedures and management practices of the activity. Assignment involve several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics. Participate in providing management consulting services on all aspects of improving management operations for the state. Prepare audit lead sheets to identify potential weaknesses in internal controls. Accomplish management studies by applying best business practices and basic audit techniques to gather, document, and summarize data. Prepare management studies which present findings identifying causative situations and recommending corrective action. Define and interpret governing policies, procedures and regulations.

Military Grades: Minimum rank SGT, maximum rank SSG. GENERAL EXPERIENCE: MUST possess the experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience, at the GS-9 Level, education, or training which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management SUPERVISORY EXPERIENCE: MUST possess supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
