THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a MANAGEMENT ANALYST (TITLE 5), Position Description Number T5114000 and is part of the IL DCSIM, National Guard.
Duties
As a MANAGEMENT ANALYST (TITLE 5), GS-0343-9, you will develop, analyze, evaluate, advise on, and/or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.
Gather and organize narrative and statistical information using established methods, techniques, and precedents, such as questionnaires, interviews, review of computer data, and comparison of past and present records.
Accomplish management studies by applying best business practices and basic analytical techniques to gather, document, and summarize data.
Prepare management studies which present findings identifying causative situations and recommending corrective action.
Observe work processes to identify such problems as to workflow and processes, distribution, forms and record keeping, span of control, staffing ratios, and organizational structure.
Provide liaison assistance, as required, perform follow-up assignments, findings, and recommendations.
Conduct or participate in the discussion of findings with activity personnel.
Participate in providing management consulting services on all aspects of improving management operations for the state.
Conduct troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.
Identify, analyze, and recommend solutions to problems found in work processes and procedures rather than in the substance of the work operations.
Establish the necessary facts and links them to the solution of assigned problems and issues while continually deciding if enough information has been gathered to support findings.

Qualifications
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement.
GENERAL EXPERIENCE: MUST possess the experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess the specialized experience, education, or training equivalent to at least one year at the lower grade level GS-08 which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with the knowledge, skills, and abilities necessary to do the work, or equivalent graduate degree (LL.B. or J.D.), if related. NOTE: You must submit a copy of official transcripts.
OR
Combination of Specialized Experience and Education: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent.
