About the Position: This position is based out of the US Army Civilian Human Resources Agency (CHRA), Army Material Command (AMC) Human Resources Directorate, LMER Civilian Human Resource Service Center.

Duties

Provide employee and labor relations HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Advise managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems. Explain rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations that may be charged with emotion and involve assumptions. Conduct studies to develop management interests and respond to union interests at the bargaining table.

GS-09 One year of specialized experience which includes: 1) Providing human resources assistance to management in employee relations, leave administration, performance management, and/or employee development; 2) Maintaining employee adverse action files for an organization or department; 3) Communicating with managers or attorneys/legal office on employee or labor relations issues; AND 4) Preparing written correspondence pertaining to employee relations matters such as leave, performance, or conduct issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 One year of specialized experience which includes: 1) Advising and counseling a wide variety of individuals and management officials on employee relations policies and issues; 2) Applying fact-finding techniques to gather information relevant to labor and employee relations cases; 3) Identifying due process rights under applicable laws to provide appropriate notice regarding employee rights; AND 4) Preparing written correspondence, reports and/or documentation pertaining to employee relations programs such as leave, performance, or conduct issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 One year of specialized experience which includes: 1) Advising, counseling and mediating with a wide variety of individuals and management officials on employee relations policies and issues; 2) Applying fact-finding techniques to gather information relevant to labor and employee relations cases; 3) Serves as a technical advisor in third party proceedings, to include arbitrations and before administrative law judges; 4) Identifying due process rights under applicable laws to provide appropriate notice regarding employee rights; 5) Preparing written correspondence, reports and/or documentation pertaining to employee relations programs such as leave, performance, or conduct issues; AND 6) Developing and/or presenting employee relations information for meetings or training seminars. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
