The primary purpose of this ACQUISITION PROGRAM MANAGEMENT SPECIALIST, NH-1101-03, position is to serve as an acquisition program management specialist in an assigned project/program that are within available technology and guidelines are generally available.

Duties

1. Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. 2. Plan, organize, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. 3. Review and direct the progress of contractors in meeting program objectives. 4. Prepare and present staff studies for presentation to the Program Director and other management officials.   • May be required to travel by military or commercial aircraft in the performance of temporary duty assignments of approximately 15 days per year.

  • Incumbent may be required to file an OGE450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually. Required to attend annual ethics and procurement integrity training.
  • Employee is expected to meet Continuing Acquisition Education requirements.
  • Employee may be required to work overtime
  • Position requires access to Sensitive Compartmented Information, Special Sensitive information, or Top-Secret Special Access Programs. A non-disclosure agreement must be signed. A favorable suitability is required before appointment.
  • ACQUISITION POSITION: This is an acquisition coded position. Selectee must complete required certification(s) within 24 months of assignment or secure an approved waiver.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc.) and is described in detail in my resume. Specialized experience is experience in the ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management. Knowledge of business, industrial management, contacting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
